Dennis M. McGrann - N.O.I.S.E Executive Director

Dennis M. McGrann, a 30-year Washington DC policy veteran, is the Executive Director of NOISE. Mr. McGrann began his Washington career working for the U.S. House of Representatives and provides the NOISE organization the benefit of an extensive network of personal associations developed through his decades of experience in and with the U.S. Congress and cabinet level executive departments. His experience offers unique and valuable expertise in the complex area of federal budget and appropriations processes, as well as critical insight into the federal transportation, environment, and energy policy arenas.

McGrann currently serves as an advisor to the Administration on international transportation policy negotiations, the Federal Aviation Administration (FAA) and the National Aeronautics and Space Administration (NASA).  He is Chair of the Advisory Board for the United States Department of Transportation (USDOT) /FAA “Center of Excellence” aviation research effort - PARTNER (Partnership for Air Transportation Noise & Emissions Reduction) and a serves as Assistant Chair of Noise Certification Aeronautical Technical Subject Area on the USDOT/FAA Executive Committee (EXCOM) of the Aviation Rulemaking Advisory Committee (ARAC).

Emily Tranter - N.O.I.S.E. National Coordinator

Emily Tranter is the National Coordinator for NOISE, coordinating policy and outreach efforts. Ms. Tranter advocates for affected communities by bringing together local airport officials and federal policymakers to work on federal policies to reduce unreasonable levels of aviation noise through a combination of quieter aircrafts, increased noise abatement resources, and opportunities for local communities to contribute to airport expansion decisions.

Ms. Tranter serves as Contributing Editor for the Federal Transportation Advocate and is regularly asked to address and brief local elected officials on transportation and related economic/infrastructure development projects. Ms. Tranter also served on the staff of former Minnesota Senator Mark Dayton.

Will E. Mitchell - N.O.I.S.E Communications Director

Will Mitchell is the new Communications Director for NOISE, where he implements a comprehensive monitoring and communications strategy to ensure affected communities, local airport officials, and federal policymakers are aware of ongoing issues related to aviation noise. Will works closely to support the Executive Director in advocacy efforts on behalf of affected communities in the federal government.

Mitchell also serves the NOISE organization marketing the Annual Spring Legislative Briefing and Fall Policy Summit and Community Involvement Workshop, where he connects leading aviation speakers with community stakeholders from across the United States.
