The National Organization to Insure a Sound-Controlled
Environment
WHEREAS, the Oakland Airport-Community Noise Management
Forum (the Forum) was formed in 1998 as the noise abatement
committee for the Oakland International Airport in response
to community concerns over Airport noise and operations;
and,
WHEREAS, the Forum currently represents the interests of
over one-million people in the Counties of Alameda and
Marin, and the cities of Alameda, Berkeley, Hayward,
Oakland, Piedmont, San Leandro and Union City on noise
issues related to the Oakland Airport; and,
WHEREAS, the Forum provides an open channel for
communication between the Airport and noise-impacted
communities and affected individuals and offers a venue for
them to express their concerns about noise and overflight
issues; and,
WHEREAS, the Forum, in response to these issues and concerns
sponsors two working groups which work with the Airport
Noise Abatement Office; the Federal Aviation Administration,
airport users, and consultants to study and, where possible,
resolve these issues, and,
WHEREAS, the Forum has achieved considerable success in
working with the Airport, FAA and airport users to develop
new and effective noise abatement procedures, including a
nighttime rolling takeoff procedure for air cargo aircraft
and revised departure procedures for both air carrier and
general aviation aircraft; and,
WHEREAS, the Forum is actively engaged at the state and
national levels to support such initiatives as the
Continuous Descent Approach, FAR Part 36, Stage 4
requirements, the phase-out of Stage 3 hush-kitted aircraft,
the mandatory phase-out of Stage 1 and Stage 2 business
jets, and Part 161 relief; and,
WHEREAS, the NOISE organization is the
only nation-wide community based aviation noise
advocacy body in the country, and interested in highlighting
and promoting effective airport/community relations; and,
WHEREAS, this award is named in honor
of the Hon. Betty Ann Krahnke, a longtime
NOISE member and
tireless advocate for her noise impacted constituents;
NOW, THEREFORE, BE IT RESOLVED, on this
twenty-first day of September two thousand
and six, that the National Organization to Insure a
Sound-controlled Environment (NOISE) does hereby confer on

the 2006 Betty Ann Krahnke
Community Organization of the Year Award
