The National Organization to Insure a Sound Controlled Environment (NOISE) is America's oldest nation-wide community based aviation noise advocacy association. NOISE members are locally elected officials and other organizations, who represent thousands of constituents throughout the United States with a shared commitment to reducing the impact of aviation noise on local communities.
Ø NOISE advocates for federal policies to reduce unreasonable levels of aviation noise through a combination of quieter aircraft, increased noise abatement resources, and opportunities for local communities to contribute to airport expansion decisions.

Ø NOISE meets with, and arranges meetings between, its members and Congressional offices and federal agencies, in order to stimulate new ideas in key, top-level meetings in order to monitor and influence development regarding aviation noise mitigation.

Ø NOISE, on behalf of the U.S. Department of Transportation, serves as an advisor to the international ICAO conference, which establishes new standards for engine noise, and coordinates with the newly established FAA Center for Excellence on Aviation Noise and Emissions.

Ø NOISE has testified, at the request of the FAA, before a nationally televised forum on the proposal to examine the environmental review process, and NOISE will arrange for its members to testify before Congress on the behalf of communities affected by aviation noise.

Ø NOISE coordinates its lobbying strategy with other powerful organizations such as the National League of Cities (NLC), U.S. Conference of Mayors, and the National Association of Counties.

Ø NOISE meets three times annually and regularly publishes a newsletter to keep members up to date on lobbying initiatives, regulatory action, pending legislation, and noteworthy action taken by airports or local communities.
